Have you applied SP2 to your win2k server before the backup?
MS had an problem performing a complete restore of the AD before SP2. Sometimes it worked sometimes it wouldn't

Sounds like a security problem. The account you use for restore does not hold system and full administrative rights. The Sysvol is closed by default.

Heeeya,
Have you tried restoring the active directory in recovery mode? You have to hit f8 or whatever the key is. Thaty way it doesn't load up the registry, and you are able to restore it seperately. Make sure you have all partches applied appropriately!
