Restore Web from backup CD

How do I restore a page from a backup CD? When I try to save a page into the current web from a backup, I get the message, "The server extensions were unable to access the file "E:\Wheelers\_vti_pvt\service.lck. Please check file permissions." ("Wheelers" is the name of the web, and "E" is the drive of the CD)
Thanks for any help.
