I'm not sure if you'll be able to extrapulate the share permission information if the server is down. Hopefully, you have your users neatly placed into security groups and can just assign them to the respective shares.
Regardless of the previous share location, you'll need to re-map the drives or connections to the new location. Unless you were to create an alias in DNS, pointing the old servername to the new servername.
HKLM\System\CurrentControlSet001\Services\Lanmanserver\Shares
This is the key that contains your share names on your file server. If you can somehow restore this key to another machine if only to collect the share names, it might be worth a go. Don't forget to backup your original key and restore it when finished!
