Restore on NT Cluster server resetting permissions to default

Restoring a folder I check restore security and perserve the tree. The folder will restore to location just fine, without setting the permissions to default. But when I cut and paste the folder to move it up a level, the permissions are set to default in the folder that I am pasting and the folder up one level. Any ideas on how to do a this differently?
