Restore in Safe Mode

Not sure how it happened yet but one of our MS Server2003 refuses to boot in regular mode. Just hangs on the splash screen. I can now get into safe mode and would like to do a system state restore, but I can't get the remote agent to start in safe mode. The server is a SQL server and not and AD server. Any ideas on how I can restore the system state in safe mode?
