I have made a backup of a database and am trying to restore it over a training version of that same database. I am using the "force restore over" option, and restoring from a device that is physically located on a local USB drive. When I click start I get a message that the restore is in process restoring "File 1" but it just sits there indefinitely

How big is the database before it was backed up?

the wierd thing is, I have done this several times, with no trouble. I know there is no issue with storage space, because there is over 90GB still available on the cluster. I have tried twice now to complete the operation, and both times i have let it sit for over an hour, and still not seen the progress meter start to move. After I stop teh operation, I no longer have access to delete the new database I was tryign to restore into. It can't be found by any of the wizards, and none of the log-ins seem to allow me to open it. I can't even see these two databases in the tree anymore. When I try to recreate the new database for anothe rrestore attempt, I get a message that it already exists. I am reading SQL BOL for all I am worth, but nothing seems to be getting the job done.

It shouldn't take to long to create the 2 GB files on the disk, unless the disks are very busy. When you are restoring a database in SQL, first it creates the files (this can take a while on large files). Once the files are created it begins filling the files.

Try running the restore from query analyzer, it might work a little better.

Check perfman to see if your disks are overly busy.
