restore exchange with no edb file

I have to restore exchange on a server. for some reason the old network admin did not have the the mdbdata folder as part of the selection list in Backup Exec.
But they did have the Microsoft Information Store (so i can see the individual mailboxes). How can I (please say that i can) restore exchange with this information.
For now the server is down.
I my mind, I need to rebuild the exchange with the same domain and user accounts. then i can run the restore. Am I correct in this theory?

I have SBS2003 with Exchange SP2.

Ok, so i have started the restore. Everything seems to go along fine until I get the following error
"Final Error: 0xe0008488 - Access is denied.
Final error category: security errors"

I click the link that sends me to ( and it has no relation Exchange.
I have provided the Administrator account with Full Access to the specific user mailboxes. What am I missing?
