Restore Exchange error E3051

I need to restore a user mailbox (Exchange 2003). Tape is required (merge done) but it only Database level backup. Virtual mashin with test Exchange opened, created a blank database, but when I restore - ARCserve 11.5 finish with error:

E3051 No database sessions found.

How is it to be?

By any chance are you using the Recover Database option?
Should be using Restore and then selecting the session with the Exchange backup.
