restore Active Directory

I had backup“system state”in NTbackup in windows 2000 server(domain controller). Then, I reinstall this windows. When I import this backup file in restore option, it said this backup file is not correct.

Is there any method to restore active directory after I reinstall windows 2000 server(domain controller)?

There must be something wrong with the backup. Have you tried any others?
I have backed up system state and tried it on different hardware with no problem, other that it doesn't work on different hardware correctly.
 
I try to import the current backup file. It's Ok.

I had reinstall windows2000 server in same hardware config and try to import the backup file which backup from other windows 2000 with same hardware config. It said "this backup file cannot be used. you must erase this or choose other file".

i really have not any idea about this!!!!!!!!!
