Restore a second DC

There are two DCS running windows 2000 server with sp4.
One is down but the one with all the fsmo roles is still running.
A new one need to be built with different hardware as far as the motherboard, memory and processor is concerned.
I have old back up somewhere with the system state and was wondering how to go about this problem before running into further problems.
1 Do I buid the sytem and install the windows 2000 server with all the sps .
2 Running the restore should be the non authoratative and other concern is how to keep the server name as it exists on the network and joining this new one to the domain.
Any ideas
 
First do a meta data cleanup to get rid of the old name. As I take it that it was never dcpromoed out.
In my opinion do not even attempt to restore the system state to new hardware. Do a clean install and copy the data back.
