one question, when you mean 'restore to another sever' exactly what are you trying to restore ?
first of anything you should have a good backup on the data on the old server, any files you care about, excluding the windows system file, because they are not usable in another system (unless you have a exact evil twin hardware of the new server, even that, restore alone may not guaranteed to work on another box)
I would say if you have a newer, more powerful box, you should reinstall NT server all together on the new server, once you did that, you can restore back your data onto the new box, if you have the option to allow both the new and old server turned on the same time, then you can copy other stuff over like the IP setting, etc...
You can restore to different hardware. Here is what you do ...
1. Install Windows NT 4.0 Server on the target server (Install to WINNTR directory).
2. Install the same service pack on the target server as the original system.
3. Install the backup software and related service packs onto the target server.
4. Restore the entire C: drive only (or whichever drive contains the \Winnt directory) with the exception of 7 files (located in C:\Winnt\System32\:
- Boot.ini
- Hal.dlI
- Kernel32.dll
- Ntdll.dII
- Ntoskrnl.exe
- Win32k.sys
- Winsrv.dll
5. After the restore completes, shutdown the server.
6. Insert the Windows NT 4.0 CD-Rom and power up the server.
7. Now perform an upgrade. Remember to hit 'F6' as NT setup starts to load so that the array controller driver can be manually installed if you are using an array controller that the driver is not supplied on a NT cd. Continue past the license screen to the install screen and select Upgrade when prompted.
8. When upgrade completes .... you should be good to go.
NOTE - The network settings will be from the original machine, including the type of NIC. As soon as you log on, change your NIC settings right away (if needed).
If you're having trouble with SCSI, you can try restore to an IDE drive, and afterwards using GHOST or other method to copy to the SCSI drive.
Install the correct SCSI adapter driver on the restored system before copying to the SCSI.
