i used a policy for a user then when i want to restore the original settings of the user it cannot restore. why is that so???
 
Did you just remove the policy for that user? I remember reading somewhere that even if the policy is removed it doesn't revert back to the old policy. You may need to create a policy that is the opposite of the one that was removed. For example, is a policy was create so peolpe can not change the backround, you would need to create a policy so they can change the backround. For some reason policies do not remove themselves from the registry.

Changes made in a policy need to be setback to open again before removing the policy.
