Restart Service remotely

I have code to restart a windows service on a domain controller remotely. The server is running windows 2003 RC2 sp2. It works fine as admininistrator, but doesn't work as a regular user. I have gave the user permissions to the service in questiono via domain controller security policy, but when trying to manager the services remotely, i get an error about accessing the service control database. Is there a permission i can set to allow access to this.

you could do it securely by installing OpenSSH on the server then using a client like PuTTY to connect to it and run commands. just a suggestion
