Restart Maintenance + Security Checklist

Hi Folks,
Anyone knows how can I allow one of my users have access to the "Restart Maintenance", without giving him administrator access.

Also
Where can I find a security checklist to make sure my Accpac is following the basics of security.

Any information will be appreciated

Only ADMIN has access to Restart Maintenance.
