Response.redirect

I devloped a web page where one frame contains a tree showing help topics and other frame shows the corresponding pdf page.
I am using the syntax response.redirect("some.pdf#page=page_no&pagemode=none") where page_no is a variable. This syntax works perfectly on windows NT with IIS and opens up the correct page of the PDF but the same syntax is not working on windows 2000. Looks like there is some problem with the response.redirect as if type the same URL in the browser window it opens the required page of the PDF. If somebody has any idea about this would be really helpful.
