Responding to NT Events

I would like to write some VB code to respond to Windows NT events, and I need some guidance on how to do it. I imagine this would involve hooks and the like, but never having used anything like that I have no idea on how to go about it. Can anybody make any suggestions or point me to a good starting point?

Can you clarify? Respond to NT events Remotely? or from the NT Machine?
 
I was thinking along the lines of writing some code that would sit on the server running as a service. Specifically, what I have been asked to do is set something up which will email one or more users when errors like "Out of disk space" occur.

I'm aware that there are probably programs you could buy to do this, but a) I personally want to know how to do it, and b) I'm thinking that we're looking at a very small amount of code to do it, so it may make more sense.
