Resource total costs and tight budget

Hi.

The project has resources and each of them has a limited (fixed) budget. And alltogether resources also have a limited budget which is the sum of all limited budgets of each resource.

So, my question is, where do I set information (setting) like: when this "group" (or set) of resources is over budget, notify me. ?
