Resource temporarily unavailable: couldn't spawn child process

After Apache has been running for a few hours, CGI scripts stop working and the following error message shows in the error_log "Resource temporarily unavailable: couldn't spawn child process" If I restart apache, everything is fine for awhile. Any ideas?

If you get the error again, do a 'ps aux' and look for any processes that say <defunct> or something like that next to the name. Or if there are a whole boatload of one type of process running, what is the name of that process.
