Resource monitor software

I am looking for a software package that will help me find out which software application is using what resources. Windows 2000 pro sp3... various hw platforms. Custom apps says insufficent memory, Windows says there is plenty....

you can look at the processes in the task manager in windows

When I do that it appears that I still have plenty of resources left. With no application hogging the system.
