Resource Graph not updating with work complete

I am having an issue getting the resource graph to update when we are updating actual / remaining work columns. There is a fair amount of formatting in the schedule, basically using constraints and not predecessors. But when the remaining work goes down, I would imagine that the needed resources would also decline.

I am not sure what other information to provide,
