My programming environment doesn't include a resource editor. Anyone know of any good resource editors out there? "Information has a tendency to be free. Which means someone will always tell you something you don't want to know."

At the very least I need some kind of bmp to icon conversion program. Anyone know of any? Can anyone just explain to me the format of an icon file, so I can put a converter together?
