resolution problem

In illustrator after going to new / then in the new documents profile I set the size to 1024 x 768 pixels. This profile creates a artboard(s) that is that pixel size. Well, the problem is... if I change the rules to "inches" it indicates that the 1024 pixels' across the top (horizontal) is really 14.22 inches.

So, I fired-up my iPad with an app that is a rule, it shows the screen is about 7.75 inches. Then, I did a screen capture of the app, emailed that picture to myself copy/pasted that pic on to that 1024x768
artborad and (what do you know) it was a perfect fit. Again I went to rules and it's still the same 14.22 inches. What is going on here...?
I called adobe, they said it's a resolution problem... My question here is: what does that mean?
The problem can't be a issue between the computer screen and the iPad screen, (Adobe's explanation)
Because the issue is there regardless if I paste an image of my computer?

I will be using illustrator to draw graphics that will be imported into After Effects then rendered into movies for web downloading. I want to be sure to create the graphics the correct size to start off with, because if I need to smooch or expand a graphic to fit into after effect's window, that can affect the look of the image.

I hope I'm explaining this correct! If anyone knows how to explain this, that would be very helpful.

If you are designing for any screen, you only need to worry about pixels.

You went wrong by thinking in inches. Ignore inches. They do not matter.
 
...for iOS artwork you really need to work to retina pixel densities (and always keep to editable vector where possible), essentially double the pixel count, so if you want artwork to be at it's best on retina display you need double the pixels...full screen iPad 2 artwork should be in landscape 2048 x 1496, this will render 1024 x 768...

...also keep in mind that retina on iphone is the same, double the pixel count...

...however the screens don't scale down proportionally...

...last iPhone app I did, we worked to iPhone retina only (640 x 960 landscape) and used the same artwork for iPad as it scaled up better and had enough pixels anyway in our requirements...

...the iPad 2 retina changes this quite a bit now though, as your looking at 2048 x 1496 landscape...
