Resolution Changing or File Size Reducing

I am trying to reduce the size of a 10 meg file. When i try to reduce the resolution the pictures dimensions enlarge to make the files megs stay the same -

Is there anyway to change the resolution and keep the pictures dimensions the sames - or some other way to reduce the megs of my file.

Here is a Link to C|net downloads. When I do any kind of graphics I usually end up using several different programs to get the results I need.

Yes,

In the resize cavas dialog there is a check box at the bottom of the window. If this is enabled it constrains the file size. If you disable this preference then you can change the size of your drawing with ease and you may also set the resolution to pretty much any desired number of pixels per inch.
