Is there way in Premiere Pro to re-size the video? I've used Final Cut Pro and there is a "wireframe" option in the program window that allows you to click and drag to resize the image on the screen. Is there something similar in Premiere, aside from resizing everything in the motion control?

Motion is THE way to do this in Premiere Pro.

With the clip highlighted on the timeline and Motion highlighted in the Effects Control Window, you can drag in the program monitor to position and scale, or use the numerical controls in the ECW.

Or do you have some reason for not using Motion? If so, try the Transform effect, or even Corner Pin, depending on what you are trying to achieve.

Nothing against motion at all, I was just wondering if I was taking the long way around when there might be a short cut.

Thanks for the info!
