resizing to inches but keeping same pixels

How do you I resize a pic to get a specific width & height in inches? Also, is it possible to resize a pic to specific inches and not change the pixels? Example: I need pics that are 2.75 inches wide and close to 15kbs.....Once I get the 15 kbs right, and then change to a specific inches size, the kbs sometimes change too much. thanks.
 
Whenever you change an image size, wether in inches or pixels, one or the other is going to change, ther's just no way around it. Ex: if your image is 100px x 200px and you change it to 1" x 2", the pixel width and height is going to change accordingly.

There's always a better way. The fun is trying to find it!
 
You also need to keep in mind that the physical size an image appears on screen will depend on the resolution that the screen is set to.
