Resizing JPEGs

Does anyone know if it is possible to resize a jpeg without having to register a component? My webhost will not allow custom components to be installed and I want to create a web app that will allow users to upload photographs and to have index pages with auto generated thumbnails.
 
Let the user upload a photo of any size but when you write it out in HTML to the browser just specify the height and width of the image in the IMG tag.
 
The problem with the solution above is that the filesize can be very high for the image and it would take just as long to download to the browser regardless of the height and width specified in the IMG tag.
 
You can find some kind of batch resizer that will trawl through a directroy changing the height and width for every image it finds. I used photoshop to do this (File - Automate - batch...).
