resizing for larger documents

SO my printer prints at a finsh size of 8.25 x 10.34 with .5 extra for bleeds, it may seem like a stupid question but how do I resize my documet so that the snap-to guides are 8.25 x 10.75? and what is with the size meassurements being 65p4? WHat does that mean in layman's terms?

If you prefer your units to be in inches rather than picas, go to Edit>Preferences>Unit & Increments

For page layout tweaks see...
File>Document Setup
Layout>Margins & Columns

You can also drag guidelines from the ruler to any position with the Transform palette.
