resizing a TIFF and not losing clarity

I have TIFF files that are huge. I need to resize them so they fit in a movie clip in flash. When I resize and put it in my movie clip the picture is out of focus. I have tried FireworksMX and save as a png. I tried Photoshop 7 but I am a beginner. What can I do to have the picture look clear when resized to a smaller size? (i.e. 1428 x 2070 to a size of 100 x 150) The secret in education lies in respecting the student. {Ralph Waldo Emerson}.
 
Try using Filters > Sharpen > Unsharp Mask, then play around with the settings. However, resizing them so drastically is bound to damage the image to some degree.
