Resize Window to Fit - problem in Photoshop 7

In Photoshop 6 When I pressed Ctrl+0 my window and the image it contained enlarged to fit the screen. I just installed Photoshop 7 and now only the image enlarges. The window stays the same size and I have to drag it to the size I want.

I read up about it and changed these items: On the Zoom Tool options bar I put a checkmark in "Resize Windows to Fit" and in Edit>Preferences>General I put a checkmark in Keyboard Zoom Resizes Window. The window still does not change size.

Is there something else that I should do, or is there a file to download that can fix this?

I'm not sure about a fix but there is another shortcut to do this. Just use Ctrl/Alt and the + or - to zoom the image up or down with the window resizing with it.
