resize document A4 to letter

Hi,
I am wondering if you can shrink the entire pdf document to a desired size. Do you need an extension for that? I saw a post from 2004 that directed to an url which was a broken link unfortunately. Who can help me with that? I don't want to crop the file.

File > Page Setup > set paper size to Letter. File > Print > set Page Scaling to "Fit to printer margins" or "Reduce to printer margins. Save PDF as postscript and re-distill.
