Resilient phones re-homing.

I have a resilient cluster built with a CoLo and 8 local ICPs. All extensions use the CoLo as the primary node and then each extension, according to its location, has a failover ICP which is the local icp. Heres my issue. If the CoLo fails all phones home to the 2ndary controller and then when the CoLo comes back up they rehome back to the Colo except for 1 ICP. What would cause the phones not to rehome back. I have to "load" each IP device that does not rehome. Once I load it (reset) it, it homes back. Any thoughts. All systems are running MCD 4.2
 
it is worth checking the dhcp options
make sure you have both controllers with the primary listed first
