Atempted to add a simple phone jack in parallel with tip
and ring at demarc location outside home. Fax machine set up not to recieve incomming faxs, strangly incoming phone calls went straight to fax and hang up some times would only ring once or go to voice mail. So I unplug the fax turn off power to fax machine still, incoming call first ring picks up fax signal,with no fax machine in the loop. Phone and fax worked fine before adding new jack.

are you sure it not the alarm panel picking up?
if there is an alarm panel you need to wire your
inside wire to the black yellow or pins 1 and 8
of the rj31.
 
that condition is cause by a high rest. ground on one side of the line. called a ring trip by the telco. 900 ohms or so across the line or tip side to ground is close enough to the 600 ohm loop to answer the call but not enough to hold the line after answer.. 99 times out of a hundred it's a staple in the wire you connected.. try using two different pair in the station wire, just connect them to pins 4 and 5 at the jack.. doesn't sound like an alarm problem that i have ever seen

hey saying he gets a modem squeal with out a fax machine pluged in?
 
its not a bridged ring / ring trip , like cwc 3 said probably a alarm modem

 
I run into this all the time on resi jobs!!
