Residential Application - Call Waiting Issues

I have a Partner Voice Mail System R3. I am a bit rusty with the programming and can not seem to find how I get calls coming in to go to voice mail if someone is on the other line. There is no busy signal so the caller simply hears ringing and never ends up in voice mail. This is a two line system - both lines have call waiting and neither line is able to call forward to voice mail after a specified number of rings. Help!
 
Well, if you have call waiting, and a 2nd call comes in, the only way to talk to the 2nd caller is flash, which puts the 1st caller on hold at the phone company and connects you to the 2nd caller. No way will the 2nd caller ever reach voice mail.

You need to increase the number of incoming lines, remove the call waiting, and put the lines in "hunt", so that when Line 1 is busy, the call rolls over to Line 2, and if Line 2 is busy, the call rolls over to Line 3, and so on. Each line can be answered by voice mail, but when all the lines are busy, you can't receive any more calls, thus the caller will get a busy signal instead of reaching voice mail. At that point, it is again time to add more lines.
 
Or, if you don't want to add anymore lines, add Voice Mail from your service provider or another provider using Telco provided Call Forward Busy/No Answer to the existing service.
