Cisco 1600 and 1700 series - IOS 11.3 i think - is it possible to completely wipe out the config, all passwords, etc, so its bascially back to an "as-new" state?

this will work for the 1600 not sure about the other..

Log into the router in priveliged mode...

Router#>
enter "write erase"
confirm (the router will ask.)
reboot the router.
