Reset Scaling to 100% - How can I get rid of this?

I placed a photoshop pdf into my file. Everytime I scale it, it reverts back to 100% in the main palette. In the transform palatte, the reset scaling to 100% is grayed out so I thought it wouldn't apply it to my image -- there's no check mark next to it.
My ID had to be restored as my company did some network upgrades over the weekend and I had problems with my tabs palette disappearing. Before ID was restored, I didn't have this scaling issue. I must have had something set up differently and now I can't figure out what.
I want my images to show the percentage they were scaled out, not revert back to 100%
 
...click on the image with the white arrow, does the scaling now display?

...scaling your objects with the scale tool shows the percentage in the transform palette after you have scaled...

...resizing with the Selection tool and the Ctrl or Command key changes the frame and the content, but not the scale percentage in the Transform and Control palette. This method works the same way on frames with graphic content, text inside of text frames, and objects in a group...
