Reset Running Total on a New Group

I'm using Access 2000 and have a report that has three groups, Program Type, Location, Program Name.

I've got it doing a running total of the number of programs by location, but need it to reset the running total on each location group in order to get an accurate count of how many programs were held at each location.

This report also totals the number of attendees per program by location. I've tried setting the runningsum property to overall and overgroup. I've got an unbound control called txtProgram in the program footer using the control source of =1 and another unbound control in the location footer with the control source of =[txtProgram].
