reset at not working

I am trying to figure out how to create a summary and reset it at the group level.
I have three repeating frames linked to three groups.

I see my groups when I set up my repeating frames and I would have expected to see them in the reset at drop down, according to descriptions I've read of this (still pretty new to oracle reps).

I have set up a summary formula, which I wanted to change the reset at property for, but could only leave it on 'report' or 'page'. I put a field in the 2nd group and it does what you'd think: resets at the report level.

Any reason why I can not see my groups?? Thanks!

It looks like you have created your summary field outside any group. It behaves as report level summary which can reset only on Report or Page. If you later dragged the summary field into one of groups, it didn't start to belong to that group.
To get what you need, you have to create the summary field within the group. To do this, click on the "Summary Column" button on the data model toolbar, then click somewhere withing the group.
