Rescale objects while retaining central orientation?

Is it poss. to do this, as you would in Illy by holding option shift when rescaling?

this is driving me nuts!
 
hi,

there is no short key, but you can do it with the option bar at the top.
Select your frame, see that at the left of your option bar, you have the center point selected, than go the percentage part fill in a percentage et voilà.

I don't like to work with the option bar, but sometimes you have to

You'd think it'd work the same way as illy though, wouldn't you?
 
If the center point of the object is clicked (selected) you can scale (while the center point stays in the same place) by clicking and dragging any corner.

One clarification to Texas Joe's suggestion - use the scale tool when doing this.
 
Yes, the scale tool is a good tool to use when scaling! LOL
