What would be the best route to ensure employees are declaring at least a certain percentage of tips during clock out? I haven't been able to find anything in Micros' settings, so I'm wondering if a SIM of some kind would help.

Take a look at the Tip TRAC feature. It's in the configurator under System/Options/Other. There's actually a pretty decent explanation in the configurator's help file if you open it up and search for Tip TRAC.

Great insight! What's the difference between Tip TRAC, and Clock Out Tip Check Percent?

I'm not sure. I've got all the version release notes back to Res 3.1 and don't see it mentioned anywhere. My guess is that it may be an earlier version of the Tip TRAC feature, (introduced in 4.6), without the cash/charge tip breakout.
