RES 3700 Interface Not Active

Got "Interface Not Active" error when starting RES.

This site has identical setup compared with other sites that run properly.

Restart Micros Interface, SSF services, reload DB, no luck.

Device interface (Givex SVC) has the exactly same settings like other sites. Tried 127.0.0.1 and network IP, tried port 5199 and 23230, no luck.

Any help?
