Reroute call to universal trunk instead of VOIP?

We have a cse1000 system with a branch office at a remote site. We are using voip between the systems. The problem is that modems will not work over the voip. I want to route my modems out of the universal trunk card in the branch. How can I use ncos to give the modems access to the universal trunk and not the voip trunk? Is this the best way to do it. We thought that we could use a rli with a failover route but only give the modem access to the universal trunk. It should look at the voip route and have no access and then failover to the universal trunk. Will this work?
 
you can do it by giving the modems a higher NCOS than the phones and making your 1st entry in the RLI your COT route and the FRL for ncos of the modems

Another way is to turn on TGAR in the ESN and set the voip route with the same TGAR as the Modems. This works good but requires some planning so you do not restict the sets. Then you could use the same rli with the 1st entry the VOIP route and the second the COT
