requirements for a vpn

Hi

This is my first post here! Ive been tasked to find out about vpn's using win2000 server. I need to know about basic :) requirements for this to work.

1) do i need a static ip address for my isdn router? (ive read somthing about port forwarding is needed)
2) do all ISP's allow vpn's?
3) i have no firewall setup yet, is this a major requirement for security?
4) what is a good solution for a firewall? what comlications will this add?

all ideas and advise welcome :)
