Reprogram button functionality?

I am looking to utilize the Groupwise encrypt button (the lock) to trigger our third-party encryption software. Is it possible to re-program the functionality of this button so that it would create a header, or simply add the word "encrypt" to the subject line, so that our encryption software has something to trigger off of? If so, what is the best way to find someone with this skill set to accomplish this for us?
