No, they are part of the install by default. You need to then copy the package (zip file) over from webcontent/samples/content directory and deploy it to Cognos Connection. YOu will also need to import the databases into either ORACLE, DB2 or SQL Server. The DB files are in webcontent/samples/db/db_type.
