SQL Reporting Services is available for free with Developer copies of SQL Server 2000 or with any copies of SQL Server 2005 except (I believe) SQL Server Express. If you don't have a valid copy of one of those, then you can't get SQL Server Reporting Services.
If you have valid copies of SQL Server 2000, but never got a SQL Server 2000 Reporting Services edition, you might call their tech line to see about getting it. I doubt, however, that they're giving that version away anymore since SQL Server 2005 is on the market and they're trying to get people to buy that.
