Reporting Services will not Initialize

We are working with SCOM2007 amd I needed to un-install/re-install the application. I also needed to change the service running SRS 2005 to another account. Now the configuration manager will not initialize, it is greyed out. Everything else is green.

When I select the new service account during database setup, it fails on the 'Assigning Reporting services Rights to User' with the following error:
System.Data.SqlClient.SqlException: Database 'ReportServer' is already open and can only have one user at a time.

The 'Setting Connection Info for Reporting Server' step fails as well with the following error:
