Reporter error when trying to connect

I have installed cpmgr/cprpt on a standa alone server and am able to connect to the manager. I have gone through the procedures for setting the permisions and rechecked them.
When I try to connect to reporter, selecting reporter from the main page after logging into manager, I receive the following message:
Error code: -2146828218, text 1: Permission denied

What am I missing?

Versions are the same.

Standalone server is 10.13.50.xxx
Do both machines have to be in the same subnet?

No you should not have to be on the same subnet as long as routing is good. But one of the caveats with reporter it must be able to resolve by name not IP so to try ping the name of the server that you installed reporter on if it doesn't work you can either update host file or have it added to DNS server.
