i know its an old thread but Crystal 2008 is still working on Windows 2008R2, so we use it.

The solution for me, was to uninstall an Crystal Runtime at the same machine followed by an restart.

for the search bot:
HR -2147024770-"c:\program files\business objects enterprise 12.0\win32_x86\REPORTCONVTOOL.DLL FAILED TO REGISTER"..
