Report won't refresh in WebIntelligence

Hi all,
I have a report that has about 10 prompts for user input when it runs that refreshes data just fine from the user client but when I try to refresh in WebI it gives me this in the frame where the prompts should be:

<input type=hidden name=sEntry value=&quot;

i am running 5.1.2, I wonder if this is a new bug? I can view an already-generated report from webI just fine, this only happens when I go to refresh.
