Report won't print on legal size paper.

I have a report that fits on pre-printed forms that are on legal size paper. I configured my form layout to match the paper, got everything to line up as best I can, and 'boop', it prints the first 12 inches just fine, then slews two (2) pages before printing the final 3 or so lines. What do I need to monkey with to get those final lines printed on the original form? I have set 'can grow', 'can shrink', I have searched high and low for printer margin settings, print driver settings, paper settings, load form defaults, and what have you, I have even setup an 'on format' event to fix the size to 14 inches (DoCmd.movesize). I've wanked around with just about everything imaginable but still the problem persists. Is there some way to tell Access that I want to control page formatting and to turn off all the pre-loaded control settings? As strange as it may seem, there are forms out there that use all available white space, thereby requiring some printed characters to be written in 'Microsoft's NO NO' land of margins.

I assume you have already done this. With the Report in design mode, click on File, Page Setup and on the Page tab select Legal.
 
Oh, you can bet on that. that was one of the first things I did. That little fix is how I got to the 12 inch length. My real question is, how does Access determine what the margins should be, and once it makes that determination, why can it not be changed? How many times have we designed reports ONLY to have last minute adjustments and additions creep in and 'byte' us.

My trials and tests seem to indicate that once you perform the initial build of a report format and save it, you are stuck with whatever size you configured it for. If you need to stretch it, well, that's just not in the cards at all.

This is the first time I've ever had a problem like this. Usually you can override the default margins, but with Access, that appears not to be the case.
